Ampacity/derating no, fill - there is fill tables for each different tubular raceway type in chapter 9. Back before ~1996 or maybe 1999 NEC they did just have one chart for all types except Sch 80 PVC, you did have to get the CSA off the conduit itself - it was marked, most still is I think.

So per spec were allowed to use EMT in the slab But it can’t have threadless fittings. Can you use a threaded coupling with EMT? But then you need to thread the EMT Which I don’t think can be done as it’s thinwall.
Emt in concrete needs emt compression fittings rated concrete tight.
