I'm gonna guess that the wires installed in the conduits that were supported with tywraps, caused the tape to fall off of the wirenuts, which resulted in a loose neutral connection on the receptacles that were installed upside down (ground down).

Either that or maybe no EGC on the GFI's, I'm not really sure.

I was gonna say it had something to do with all the romex cables entering the panel through one plastic bushing, but it seemed so obvious it couldn't possibly be the answer :D

As I recall, there were several old-fashioned metal NM connectors. Mostly 3/8", but a couple 3/4" ones. This was before the plastic push-in jobs became available.
