The problem is it seems Gmack is saying that applies to receptacles as well.

Me too.That would leave a receptacle that might get used for something else that is not qualified.
 
Even if the motor receptacle were an oddball configuration for the structure, which was not a standard 15A configuration, I do not see how installing it on a 30A breaker would be legal? That seems to be against both 210.21(B)(1) and (3).
 
I agree as well and so does 430.42, specifically 430.32(C)
