Where's the "Outlet" under the 2020 NEC -- for outdoor hardwire EVSEs

I believe the answer to your question is no, but what I was talking about doesn't require written permission per the code.
I should have said 90.4 paragraphs 2 or 3.
I am using the 2023. Paragraph 2 in the 2020 talks about special permission, which is required to be in writing per the Article 100 definition.
Special Permission
The written consent of the authority having jurisdiction. (CMP-1)

I have received that sort of thing a couple times, though I don't recall it formally being called such. That includes acceptance of a NEC TIA that was never formally adopted by the state.

For the time being, no one around here has enforced 210.8(F) on an outdoor hardwired EVSE and I'm not going to be the one to point this out to them.

How common is outdoor EVSE equipment at dwellings?
