2014 NEC 210.52 question

That doesn't say the floor line ends at the wall space. It just asserts each wall space has a floor line.

You can extend the "floor line of a wall space" until it strikes you from behind, the only part of that line 210.52 is concerned with is the floor line of the wall space. . . . Not the floor line of the fireplace, or of the cabinet, etc., or the arbitrary line drawn on the open floor.

The picture in OP's original post makes me think that the cabinet was an afterthought.

So now it looks like they have some sort of working clearances issue with that piece of electrical equipment on the wall (out of the frying pan, into the fire).
