You can extend the "floor line of a wall space" until it strikes you from behind, the only part of that line 210.52 is concerned with is the floor line of the wall space. . . . Not the floor line of the fireplace, or of the cabinet, etc., or the arbitrary line drawn on the open floor.

So now it looks like they have some sort of working clearances issue with that piece of electrical equipment on the wall (out of the frying pan, into the fire).
