Sorry, hit post instead of preview. My guess is that this was originally a drop that was value engineered to underground. Overhead to underground is a common request here after hurricanes, but I have never seen this before.

Other than height requirements is there any nec issues involved?

I have seen pictures of entire blocks like this when the utility deiced to move the overhead distribution underground.

IMO the NEC does not apply after the drip loop from the weatherhead.

You are correct, that would be POCO owned wire and conduit coming out of the ground. I posted this under 'Electrical Calculations/Engineering' because I just think it is a very unusual design for this area, I also see no NEC issues with this install.
