I live in the real world and while I can tell you the rules I think we all know how it really gets done. In the past I have been as guilty as anyone I used to do a lot of house service changes.

That said, IMO if there is an accident that OSHA gets involved in you saying "I can't get the POCO out to D&R in a timely manner" is not gonna cut it. You will not win, your company will be fined.

I think it is clear there are other issues than to consider then the money, however usually it is money that is the driving force to do live work.

IMO it unfortunate but true that companies react faster to financial issues then personal issues.
