He is not geared up to work in a live panel. The water bottle would not even make my radar. And my helpers / apprentices were always required to have some sort of a tool pouch.
I am sure I will get a lot of comments from guys saying that they would have told me to shove it but they would not have made it long on one of my jobs so they can bitch all they want from the house.

called NFPA 70 e.... arc flash hazards in the workplace...
i see exposed energized bus bar..... that may pose a problem.

If the panel is hot it is all wrong. If the panel is not hot, i don't see any serious issues.

A couple of points.
Firstly it is not clear what the guy is doing, if anything.
Secondly, the pic doesn't tell you if the panel is hot or not.
So how can we tell if what the helper is doing is off limits?
