I am not sure it matters any if the panel is live or not if he is just standing in front of it.
He might well be outside of the arc flash radius.
Even if he is working in the panel, we don't know what voltage it is or what ampacity the panel is.
If its a 208V panel fed from a small 45KVA transformer, the required arc flash protective equipment may not be much more than he has on.
It's just hard to say without more details.

All in all, the difference between short and long sleeves seems pretty minor if its a Cat 0.
Can't tell if he has safety glasses - I would worry more about that than a long sleeve shirt.
The biggest hazard and it truly is a hazard that I am taking away from this whole thread is the complacency of the people around this person. If I were your employer, I would be livid with you wiregirl for sneaking photos of this cat and not doing anything about it but broadcasting it to the world. Please take this as constructive criticism and not a personal bashing because I venture to say that everyone went home last night safe and sound. This industry has a lack of leadership IMO and too often things go unsaid and bad habits are allowed to fester and become systemic. Be a leader and I can almost assure you that if your employer is worth his salt they will support you in stepping up when the people around you need guidance in doing the right thing.
One of the safety proceedures we were lecture on at most sites is that you should report ANYTHING that is or may be unsafe regardless of who is involved. Even if not under your authority or even in your field - report it. I totally agree with that.Wiregirl indicated this was not her apprentice, leaving open the question of whether they in fact work for the same company. I'd take another look at that conclusion before jumping there.
